Meaning

No Right Turn removes the right turn from your choices at this junction. It is a movement prohibition, not a request to wait for pedestrians or a larger opening. A green circular light still leaves the turn prohibited: permission from a signal is subject to the signs at the intersection.

What to do

Read the turning restriction before selecting your path through the junction. In Pennsylvania, a signal or a clear cross street does not undo No Right Turn. If your intended route depends on that turn, keep it out of your plan for this intersection rather than waiting for the light to change.

Where it is used

The federal manual recommends placing No Right Turn over the road or at an intersection corner on the right. Where it accompanies traffic signals, guidance places it beside the signal seen by drivers in the right lane. Look up at the signal assembly as well as toward the corner.

A sign to tell apart

No Turn on Red is tied to the red phase. No Right Turn prohibits the right-turn movement itself. This matters when the light changes: a plain right-turn prohibition remains relevant on green, while the red-phase restriction addresses turning before green. Read any time restriction on the sign assembly separately.

Practice with explanations

These are original learning questions based on the cited handbooks. Read each answer and its explanation below.

1. A circular light turns green, but No Right Turn still applies at your Pennsylvania intersection. Can you turn right?

  1. Yes, because green cancels turn restrictions.
  2. No; the sign still prohibits that movement.
  3. Yes, if the turn is made slowly.

Answer: B. No; the sign still prohibits that movement.

A green signal permits turns only when a sign does not prohibit them. The right-turn restriction still controls this choice.

2. A Pennsylvania junction has a plain No Right Turn sign. Which plan respects it?

  1. Wait for the cross street to become empty, then turn right.
  2. Stop first, then use the normal right-on-red procedure.
  3. Choose a path that does not make the prohibited right turn there.

Answer: C. Choose a path that does not make the prohibited right turn there.

Right-on-red procedures concern a permitted turn. They do not authorize a right turn where the movement is prohibited.
