Meaning

Speed Limit gives the legal maximum for the signed road section when conditions are ideal. It is a ceiling, rather than a target you must reach. Rain or other poor conditions can make a lower speed necessary for safety even though the number on the sign has not changed.

What to do

For the Pennsylvania practice questions, read the displayed number as the maximum in ideal conditions. Then assess conditions separately. Do not use the posted maximum as a reason to maintain speed when the road has become unsafe at that speed.

Where it is used

The federal standard places a posted change in speed limit where the new limit begins, and provides for reminder signs beyond major intersections and interchanges. A Speed Limit sign applies to a road section; it is different from a warning of a particular curve ahead.

A sign to tell apart

A Curve sign warns about the shape of the road. It may have an advisory speed below it. Speed Limit instead states a regulatory maximum. Keep these two decisions separate: obey the legal maximum and choose a safe speed for the bend and the current conditions.

Practice with explanations

These are original learning questions based on the cited handbooks. Read each answer and its explanation below.

1. What does a Speed Limit sign tell a Pennsylvania driver?

  1. The speed to maintain in every kind of weather.
  2. The lowest speed allowed on the road.
  3. The legal maximum when conditions are ideal.

Answer: C. The legal maximum when conditions are ideal.

The posted limit is a maximum for ideal conditions. Poor conditions may require you to drive more slowly.

2. Heavy rain makes the posted speed unsafe on a Pennsylvania road. How should you respond?

  1. Choose a lower speed suited to the conditions.
  2. Maintain the posted speed because it is required.
  3. Exceed the limit to leave the rain sooner.

Answer: A. Choose a lower speed suited to the conditions.

A legal maximum does not promise that speed is safe in rain. Adjust downward when conditions call for it.
