| Requirements for applicants under 18 | At 16, the special learner permit needs parental or guardian permission and enrollment in approved driving instruction through a school or commercial provider; an approved instructor buys the permit. Pass the knowledge and vision exams and pay the fee. MVC validates this permit after course completion.
