Montana teen permit rules

The handbook requires 16 for an exam-station NCLP without traffic education, or 15 after approved traffic education; the current MVD teen page instead describes an exam-station permit at 15 without a training class. Both describe a program-based route at 14½. Eligibility remains unresolved; confirm the applicable route with MVD.

The handbook distinguishes supervised driving during a course, an NCLP at 14½ while participating in or after completing approved traffic education, and the exam-station route at 15 after completion or at 16 without traffic education. OPI broadly says those under 16 must complete approved traffic education, while also describing receipt of a Learner License during the course. MVD’s teen page describes an exam-station permit at 15 without a Driver Training Class. These published scopes differ; none is selected as a resolution of legal eligibility.

OPI says teens under 16 who wish to drive must finish an approved course; it also describes receiving a Learner License during that course.

The handbook permits driving during an approved traffic-education course with an instructor under a TEP, and describes an NCLP from 14½ while taking or after finishing approved traffic education. For its exam-station NCLP route, it requires course completion at 15 and allows the route without traffic education at 16. The handbook excludes online and third-party traffic-education courses. The current MVD and OPI descriptions are preserved as differing official positions in the conflict record.

Requirements under 18

For an exam-station permit, book the written exam, obtain parental consent, bring identity, residence and authorized-presence evidence, and pay the fee. Know your Social Security number for verification. The teen page requires a licensed parent, guardian or responsible adult to supervise; before moving to the restricted license, it specifies 6 months + 1 day with the permit and 50 supervised hours, including 10 at night.
