Bring the Blue Card or Pink Card enrollment certificate showing the required classroom work and enrollment in behind-the-wheel instruction. An eligible adult must approve the application. See the separate education rule for statutory alternatives.
Driver’s education
For an unlicensed applicant under 18, the statute requires behind-the-wheel enrollment plus an allowed classroom route: the full classroom phase, 15 concurrent-program classroom hours, qualifying homeschool study, or an authorized teleconference or online program. Prior out-of-state education or a valid out-of-state license are separate statutory routes.
