Hawaii teen permit rules
Minimum permit age
15 years and 6 months
Requirements under 18
Applicants younger than 18 need consent from every living parent or legal guardian unless married or emancipated, plus vision and road-rules tests. Permit driving requires a licensed adult age 21 or older; from 11 p.m. to 5 a.m. the accompanying adult must be a parent or guardian. A provisional license requires 180 days with a valid permit, age 16 or older, state-certified driver education with both certificates, and a road test.
Driver’s education
At the provisional-license stage, complete state-certified driver education and obtain both classroom and behind-the-wheel certificates. This follows the instruction-permit stage.
